The central questions are whether the UN should extend its peace-keeping and humanitarian roles and effectively run the country, and whether self-declared Somaliland will gain international recognition, with borders in line with those of former British Somaliland. Even though fighting has stopped there, no help other than emergency aid is being provided because the region lacks official status.
